Through TÜBİTAK ULAKBİM, access to electronic journals published by The Royal Society of Chemistry (RSC) will be provided as of January 1, 2026. Furthermore, we would like to inform you that the Read & Publish (AE) publishing processes have commenced with the signing of the licensing agreement. As of 2026, both content access and APC support for a certain number of articles will be provided through the Open Access (AE) article publishing (Read & Publish) model.
" TÜBİTAK - RSC Read and Publish Agreement" Since there is a limited quota for AE articles , TÜBİTAK has determined certain criteria for articles that will receive APC support, which are listed below.
TÜBİTAK-RSC AE Article Support Criteria:
1. As long as the TÜBİTAK-RSC Open Access Article Agreement remains active until 2026, applications for Open Access can be submitted for articles accepted in Hybrid and Gold journals. Articles accepted before January 1, 2026, will not be considered under this agreement. From January 1, 2026, until the date the agreement was signed (today), it may be requested that articles accepted for publication be retroactively converted to Open Access Articles.
2. AE article quotas for the period 2026-2028: full open access/ gold. magazines and hybrid . The annual nationwide totals for the magazines will be as follows:
2026: Gold + Hybrid / 255
2027: Gold + Hybrid / 260
2028: Gold + Hybrid / 260
3. In order to benefit from the agreement, the " Corresponding Author" must be from one of the universities. in the active teaching staff It is necessary.
4. If an article is accepted by the journal and the RSC's licensing system determines that the article is eligible for open access publication, the process is " First come, first served. It will be carried out according to the principle of "...".
5. When an article is accepted, simply if the agreement is active AE article applications can be submitted; however, if the agreement is not active, it is not possible to submit an AE application .
6. Whether the agreement is active or not, once the article is accepted, if no quota is available, the APC fee will be the author's responsibility.
7. Regardless of whether the journal uses a Hybrid or Gold model , when an article is accepted, if the agreement is active and if quota is available, the APC fee for the relevant article may be covered under the agreement. For Gold journals that apply APC, the author may submit the article; however, APC support will only be provided if the agreement is in effect and the quota is available at the time of acceptance.
8. If an article is accepted by a hybrid journal and the author no longer has the opportunity to benefit from the agreement , they have the option of publishing the article for free, but with restricted access. If it is a Gold journal, APC payment is mandatory.
9. According to the RSC journal/author system, each year's quota is processed independently, and an accepted article cannot benefit from the quota of the previous year or the following year.
10. According to the terms of the agreement AE article quota allocation is not provided for institutions.
11. Whether the article falls under the EKUAL agreement can only be determined via the author's institutional email address. Therefore, if the author wishes to publish their article as an AE (Authorized Publisher), they must include the email address of the EKUAL member institution they are affiliated with in the article submission form. using a corporate address It is mandatory.
12. It is recommended that the author check whether the journal is a Hybrid or Gold journal and review the steps outlined in the “ RSC Author Workflow ” document.
13. If it is determined that any author whose name appears among those banned according to TÜBİTAK AYEK decisions, or whose "license to practice their profession has been revoked or temporarily revoked" by the Ministry of Health, received APC support from TÜBİTAK ULAKBİM during the period of the ban, or if it is determined that an article that received APC support has been withdrawn from publication, the responsible author or co-authors shall be held liable. ukg@ulakbim.gov.tr Notification must be sent to the address provided, and the APC fee notified by ULAKBİM must be paid to ULAKBİM. Otherwise, ULAKBİM reserves the right to collect the APC fee from the "corresponding author".
